Operations

Lillian Fire/ Rescue is comprised of numerous areas of responsibility in order to achieve the mission of our department and serve the citizens of our community.

OPERATIONS
When the Fire Service was first born its sole responsibility was to protect property from fires. As times change so has the needs of the community we service. The Operations Division is responsible for answering Fire/ Rescue calls and initiating response to Hazardous Materials incidents. The Operations Division has the second highest amount of service calls behind EMS incidents. Lillian Fire/ Rescue has Mutual Aid Agreements with Mansfield Fire Department, Venus Fire/ Rescue, Alvarado Fire Department, Briar Oaks Fire Department, Burleson Fire Department, and Rendon Fire Department; these mutual aid agreements ensure that no call goes unanswered.

The Fire Department is serviced by three front line apparatus and one rehab trailer.

Emergency Medical Services Operations
With an increase in injury and death across the country, The National Academy of Sciences published a report call "The White Paper." This report increased the standards for EMS across the country. With Fire Departments already running Fire and Rescue incidents it was a natural fit to integrate EMS into the Fire Department's growing list of responsibilities. The day of the "Ambulance Driver" and just a ride to the hospital is no longer EMS today includes highly trained personnel providing Advanced Cardiac Life Support, and procedures in the Pre-hospital setting, Lillian Fire/ Rescue serves as a Basic Life Support First Responder Organization under the Medical Direction of Dr. Michelle Beeson. We are staffed with numerous Paramedics and Emergency Medical Technician- Basics. All members are trained in Basic First Aid, CPR and AED use. The job of a first responder organization is to provide initial patient contact, care, and stabilization while awaiting the arrival of Advanced Life Support Personnel with an Ambulance to transport. Currently CareFlite Johnson County Ground provides EMS transport for all of Johnson County with the exception of the City of Keene, which utilizes CareFlite for back up.

Fire Administration
Fire Administration is comprised of the Fire Chief and other officers that maintain the daily operations of the Fire Department, Fire Prevention/ Public Education and Public Information. Fire Administration is tasked with the long term planning for the Fire Department to ensure that the Fire Department regularly adapts to the growing needs of the community we serve.

Fire Prevention and Public Education
Fire Prevention and Public Education is responsible for all Fire Prevention activities such as District Building Preplanning and Life Safety Inspections. Public Education Activities include Station Tours, School Visits, Birthday Parties, and Community Meetings.

Public Information
The Public Information Division is responsible for all outside Media inquiries regarding the Department or a Department related response. For all public information requests please email: JShelton@Lillianfd.org. This email is checked frequently, please include your name, organization you represent, what information you are requesting, and your deadline. Your inquiry is important to the Department and will be answered ASAP.
General Department Guidelines for Media and Inquires

  • All inquiries are subject to HIPAA rights.
  • All media members on scene are asked to stage near the Command post or designated media staging area, please stay out of the active incident area this is for your safety and the safety of all the firefighters on scene.
  • When it is safe to do so and at the discretion of the Incident Commander media will be escorted around the scene for photos.
  • We ask that all media outlets that take photos of our firefighters or apparatus to please email or provide a copy to JShelton@Lillianfd.org for department historian purposes. Your photos or media will not be distributed outside the department without the expressed consent of the owner of the photo or media.

Records Management
Records Management is responsible for the safe keeping of all department records in compliance with applicable state laws. Records Management is also responsible for fulfilling all records request and ensuring all patient records are compliant with HIPPA regulations.

Communications
Dispatch for Lillian Fire/ Rescue is provided by Johnson County ESD Fire Dispatch. All 911 calls made within Johnson County are initially answered by the highly trained staff at Johnson County Sherriff's Office Dispatch and routed accordingly. Johnson County ESD Fire Dispatch receives all Fire 911 calls within the district and dispatches the appropriate Fire Department to an incident. All EMS calls that are made to 911 are taken by Johnson County Sherriff's Office and forwarded to CareFlite for dispatch of an ambulance to the call and prearrival instructions, the call information is simultaneously sent to Johnson County ESD Fire Dispatch for dispatch of first responders from the closest Fire Department.
